Japan's ambassador snubs Lavrov's summons after Putin's visit to Kuril Islands

Japan's ambassador to Moscow, Akira Muto, refused to appear at Russia's Foreign Ministry despite an invitation from Foreign Minister Sergei Lavrov. The summons was issued in response to Japan's formal protest over President Vladimir Putin's visit to the Kuril Islands. Lavrov himself disclosed that the ambassador had not shown up.
