Russia strikes port near Romania's border in Izmail, wounding four

Russia struck port infrastructure near the Ukrainian city of Izmail, close to the Romanian border, Reuters reported. The strike caused a fire and left four people wounded. Russian forces also damaged a civilian vessel sailing under the Togolese flag.
