Safe conduct for Romanowski: prosecutor can block it, but courts disagree

Legislation changed while Marcin Romanowski was deputy justice minister makes the issuance of a safe conduct letter contingent on the prosecutor's lack of objection. Romanowski is currently in hiding from Polish justice. However, some courts hold that the prosecutor's decision is not binding, which could open a path for the fugitive politician to return to Poland.
