Less than a third of California cities on track to meet housing targets

Fewer than one in three California cities and counties are on track to meet their housing construction targets. The state faces a chronic housing shortage that drives up costs and fuels homelessness. Despite legislative reforms, local implementation of housing plans remains far below what is needed.
