Expert: Civil defence sirens are useless without an educated public

Legal adviser Adrian Pokrywczyński from the Union of Polish Counties stresses that effective civil protection requires not only infrastructure — sirens, shelters and emergency services — but above all citizens who know how to respond in a crisis. Without a well-prepared public, he argues, warning systems alone cannot function effectively.
