Ceuta: Morocco uses migration as political leverage against Spain
Ceuta and Melilla are the main flashpoints in Spanish-Moroccan relations. In late July, some 60,000 migrants crossed into the area in a mass rush. While Madrid treats these cities as sovereign Spanish territory, Rabat regards them as occupied land and uses border policy as a tool of political pressure against Spain.
