US appeals court halts Trump's White House ballroom without Congress approval

The US Court of Appeals for the DC Circuit has ordered construction on a large White House ballroom to halt, ruling the project requires explicit congressional approval. The court agreed with a lower court that such a major overhaul of the presidential complex cannot proceed without lawmakers' consent. The appeals court had previously allowed construction to continue while it considered the case.
