Appeals court rules Trump needs congressional approval to build White House ballroom
A federal appeals court ruled 2-1 on Friday that Donald Trump must obtain congressional approval before building a large new ballroom at the East Wing of the White House. The court ordered construction to halt, except for work required for safety and security reasons. The ruling could permanently stall the project if Congress withholds its approval.
