ISW: Russia forming combat units from Ukrainian POWs, potentially violating Geneva Convention
The Institute for the Study of War (ISW) warns that Russia continues to form combat units from Ukrainian prisoners of war. Analysts say compelling POWs to fight for the country that captured them may constitute a violation of the Geneva Convention and a war crime. ISW is calling for an international response to the reported practice.
