China rewrote the definition of a semiconductor to declare itself the world's chip leader

China's State Council published revised regulations on integrated-circuit layout-design protection, removing the words "semiconductor integrated circuit" from its definitions article and expanding what counts as an integrated circuit. The revision, promulgated as Decree No. 842 on July 23 and taking effect October 15, 2026, also extends protection to photonic and quantum chip designs. Critics note the move is primarily a regulatory redefinition rather than a genuine technological breakthrough.
