At the end of July, approximately 72,000 people crossed from Morocco into the Spanish enclave of Ceuta in a single episode — nearly matching the enclave's own population. Madrid officially described the event as a migrant crisis driven by smuggling networks, but growing evidence points to the involvement of Moroccan intelligence services, including military intelligence, in organising the crossing.
