Russian missile over Poland: duty officer slept, another stuck in traffic, siren order came after blast

When a Russian Ch-101 cruise missile struck a field in Tarnawa-Kolonia in Biłgoraj county, Poland's public warning system failed at multiple levels. One duty officer slept through an SMS alert, another couldn't reach his office in time, and a third waited for approval from a superior. The order to activate sirens reached Biłgoraj county by email four minutes after the explosion.
