Ceuta's president accuses Morocco of orchestrating migrant influx

Juan Jesús Vivas, president of the Spanish enclave of Ceuta on the African coast, accused Morocco of "at least inspiring" the recent wave of migrants entering the city. Ceuta has long struggled with waves of migrants crossing the border from Morocco.
