Finland has shelters for 5 million of its 5.5 million people — "this is not a hotel"

Finland operates a dual-use shelter system — facilities serve civilian purposes in peacetime and switch to protective use during a crisis. Ambassador Päivi Laine told PAP that shelters can accommodate 5 million of Finland's 5.5 million residents. She stressed that the shelters are functional, not comfortable — "this is not a hotel."
