Ukraine knocked out 18 Russian oil refineries — Moscow can't restore them

Ukraine's long-range strike campaign has knocked 18 Russian oil refineries out of operation, stripping Russia of a large share of the capacity in one of its biggest industries. Moscow has been unable to restore the facilities to working order. The strikes form part of a broader strategy aimed at undermining Russia's war economy.
