Hundreds of migrants attempted to swim to the Spanish enclave of Ceuta. Spain's Civil Guard, maritime rescue services and the Red Cross pulled people from the water. Spain's interior minister acknowledged the country is facing an "extraordinary, exceptional situation" in terms of migration pressure.
