Malta tightens tourist rules — fines and passport confiscation for offenders

Malta, visited by more than 4 million tourists in 2025, has tightened its rules for non-residents as part of a push toward quality tourism. The archipelago's authorities have recently stiffened penalties for violations, with fines and potential passport confiscation among the sanctions. Further increases in fines are also being considered.
