Expert: Central Contracts Register will miss real spending and cost a fortune

Public procurement law expert Arkadiusz Szyszkowski warns that the Central Contracts Register will record only the contract value at the time of signing, not actual expenditure — so the register may show 50,000 złoty while a public body ends up spending 5,000 or 150,000 złoty. The greatest ambiguities involve online purchases and email-based transactions covered by the "document form" category. The implementation will also impose enormous costs on public entities, he cautions.
