Putin revives Soviet-era military construction units, adds 27,000 troops

Vladimir Putin has signed a decree restoring military construction units — disbanded in 2006 — as part of a broader military reform. The move increases the Russian army's headcount by 27,000: 25,000 soldiers and 2,000 civilian personnel.
