Putin again expands Russian army size and reinstates construction troops

Vladimir Putin has signed another decree increasing the official headcount of Russia's armed forces, following a similar expansion announced on Russia Day on 12 June. The latest order also reinstates military construction troops, a unit disbanded after the Soviet collapse.
