German authorities knew Berlin attacker was dangerous — and still failed to stop him

German security services had Abdul B. under round-the-clock surveillance, fully aware he was extremely dangerous and capable of carrying out an attack. Despite this, he left his home and drove a car into a crowd in a Berlin park. A recording described as highly significant was later found on his phone.
