Municipal budget: what a council resolution on procedures must include
A municipal council cannot limit its budget resolution to dividing expenditures into current and capital categories. The resolution governing the budget preparation process must also include a breakdown of revenues in line with the Public Finance Act. Omitting this element constitutes a procedural error.
