US Court Blocks Texas Law Requiring Websites to Filter Harmful Content for Minors

The US Court of Appeals for the 5th Circuit ruled 2-1 that Texas cannot enforce the content-monitoring and filtering requirement of its SCOPE Act, which compelled social media platforms to block minors from harmful speech. The court found the provision is preempted by Section 230 of the federal Communications Decency Act of 1996. The challenge was brought by tech lobby groups CCIA and NetChoice.
