Russia's import substitution policy fails — over half of firms still rely on Western equipment
After Western sanctions were imposed and foreign companies pulled out of Russia, the Kremlin announced an import substitution policy to wean Russian firms off equipment from "hostile" countries. The policy has failed: more than half of Russian companies remain dependent on foreign equipment. The attempt at technological self-sufficiency has not delivered the results the Kremlin expected.
