Legnica sells council flats for 3% of their value to support heritage building communities

Legnica mayor Maciej Kupaj has said the city sells flats to tenants for as little as 3% of their market value, yet still owns nearly 5,000 council dwellings. The city also actively supports housing communities in historic buildings.
