Who is legally responsible for a flat's bills after the owner dies?
After a flat owner's death, housing cooperatives and utility providers — electricity, gas, internet — do not pause billing. Legal responsibility for accumulating debts falls on the heirs, even before the formal inheritance process is completed. The absence of a concluded estate settlement does not exempt family members from paying ongoing bills.
