Courts Cannot Unilaterally Extend Reprographic Levy to Smartphones

Kolczyński argues that the outdated list of devices in Polish copyright law — still referencing tape recorders and VCRs — does not automatically authorise courts to extend the reprographic levy to smartphones or tablets with retroactive effect.
