Hezbollah spent up to $3bn on Lebanon tunnels — up to $5m per kilometre

Israel's Alma Center think tank estimates that Iran-backed Hezbollah spent between $1 billion and $3 billion building a network of underground tunnels in southern Lebanon, at a cost of up to $5 million per kilometre. The project was developed over decades. In 2018, the Israeli military discovered six tunnels leading directly into Israeli territory.
