Polish NGOs frustrated at being sidelined from civil defence planning

Monika Miłowska of the "Mapuj Pomoc" initiative warns that NGOs are being effectively shut out of work on Poland's new multi-year Civil Protection and Civil Defence Programme. Officials directly involved understand the role of civil society but are constrained by directives from higher levels and the Ministry of Finance. Frustration is growing among frontline organisations as Poland tests its emergency sirens.
