EU adopts new Russia sanctions — but no visa ban for soldiers, Patriarch Kirill spared

Bulgaria's objections blocked the inclusion of Patriarch Kirill — the Russian Orthodox Church leader openly backing the war — on the sanctions list. An attempt to ban Schengen visas for Russians participating in the war against Ukraine also failed.
