Glasgow took over hosting duties at the last minute after Victoria, Australia withdrew citing financial pressures. The Tardis nod was doubly fitting: police boxes were designed by Scottish architect Gilbert MacKenzie Trench, and the Doctor Who reference echoed the Games' own near-extermination.
