EU freezes Russian oil price cap for a year in 21st sanctions package; Greece wins exemption

EU member state ambassadors reached a preliminary agreement on a 21st package of sanctions against Russia, including freezing the Russian oil price cap for one year to limit Kremlin revenues. Greece, a major player in European shipping, negotiated an exemption from part of the measures.
