Rubio meets Lavrov in Manila on sidelines of ASEAN summit

US Secretary of State Marco Rubio met Russian Foreign Minister Sergei Lavrov on the sidelines of a Southeast Asian nations conference in the Philippines, according to Russia's TASS news agency.
