Poland's PCC Tax Exemption Doesn't Cover Building Plots, Even for First-Time Buyers

First-time property buyers in Poland can avoid the 2% civil law transaction tax (PCC) on secondary-market purchases, but only when buying a house or flat — a property suitable for immediate occupation. Building plots are excluded from the exemption, even if the buyer intends to construct their first home on the land.
