EU revises carbon trading rules but industry says changes don't go far enough

The European Commission proposed its first major revision to the EU Emissions Trading System (ETS) in years. The energy and industrial sectors acknowledge Brussels has moved in the right direction, but say the changes are too modest to meaningfully lower energy prices or boost the competitiveness of the European economy.
