AT&T loses court bid to drop basic phone service obligations in California
A federal judge, US District Judge Linda Lopez, denied AT&T's request for a preliminary injunction that would have blocked California from enforcing its Carrier of Last Resort (COLR) rules during ongoing litigation. The rules require AT&T to offer basic phone service to any potential customer in its wireline territory. AT&T sued California in May, claiming the state rules are preempted by an FCC order, but failed to show it was likely to succeed on the merits.
