Poland's civil defence still far behind Finland's model
Poland confuses civil defence with general defence and has yet to implement a comprehensive system comparable to Finland's, according to Krzysztof Papadis, head of the Polish Defence Shooting Association. The Finnish model relies heavily on community and local government involvement long before any alarm is sounded. Papadis argues that Polish municipalities and citizens can already take concrete steps to avoid being caught unprepared in a crisis.
