Pandemics Should Be Treated as National Security Threats, Not Just Health Crises

The author argues that pandemics — such as the 1918–1919 influenza and COVID-19 — are too narrowly viewed as healthcare challenges rather than national security threats. Reframing them as security issues would drive reforms and strengthen pandemic defences. This perspective would motivate governments to invest more seriously in preparedness.
