Council of Europe: FIFA's betting deal opens door to World Cup fraud

Council of Europe Secretary General Alain Berset published an open letter on the day of the World Cup final, accusing FIFA of giving fraud "an open door" through its deal with a prediction market company. Berset called for a new integrity framework to be built before the 2030 World Cup and warned FIFA is embroiled in a crisis involving money and power. He also cited the Balogun reprieve as evidence that "rules bend under pressure."
