Facebook outage — accounts show "temporarily unavailable" error

Users attempting to access Facebook are greeted with the message: "Account temporarily unavailable due to a problem on the site. We expect the issue to be resolved shortly." The outage is global in scope and Meta has not yet explained the cause.
