21-Year-Old Charged After Friend Dies Car-Surfing on Pacific Coast Highway

A 21-year-old driver has been charged after his friend died following a car-surfing incident on the Pacific Coast Highway in California. The victim was hospitalised in critical condition and died three days after the incident. The driver now faces criminal charges.
