Governments can no longer afford generous crisis shields for citizens

Welfare states are increasingly unable to fund comprehensive crisis shields for their citizens due to rising debt and fiscal pressure. Governments still aspire to protect people from economic shocks but are losing the financial capacity to do so fully. The challenge is identifying what changes are needed to reverse this trend.
