US proposes "Graham sanctions" targeting Putin, Russia's central bank and Moscow's allies
The United States has published a draft sanctions package against Russia named the "Graham sanctions," after their recently deceased co-author. The measures target Vladimir Putin, Russian raw materials, the Russian central bank, and countries and companies whose purchases support Russia's war against Ukraine. The proposal represents one of the broadest congressional sanctions packages against Russia put forward to date.
