KIO rules Warsaw Chopin Airport need not compare different parking systems in tender

Poland's National Appeals Chamber (KIO) ruled that Warsaw Chopin Airport was not required to compare a partial infrastructure replacement offer with a proposal for a completely new parking system in a public tender. The chamber stressed that the contracting authority's actual needs are decisive. The parking systems manufacturer lost its appeal against the tender outcome.
