Washington D.C. caps ticket resale prices at 10% above face value

Washington D.C. has enacted the strictest anti-scalping ticketing policy in the United States. The new rules cap resale prices at no more than 10% above a ticket's original face value and outlaw speculative ticket sales, where sellers offer tickets they do not yet own.
