EV startup Chip Motors is launching a compact electric vehicle priced at $15,000 with a top speed of 25 mph (40 km/h). The vehicle is aimed at urban drivers who want to hand over parking duties and downsize their ride. Chip is betting that Americans will pay a premium for a small, low-speed EV with optional autonomous features.
