Why do the US and Iran keep choosing conflict over lasting peace?

Carrie Lee of the German Marshall Fund argues that both the US and Iran believe sustained conflict grants them greater leverage at the negotiating table, fuelling a self-perpetuating cycle of hostility and talks. Neither side sees permanent peace as more advantageous than ongoing tension. The dynamic makes a durable resolution structurally difficult to achieve.
