Navy awards TOTE $2.2 billion contract to manage Medium Landing Ships programme

The US Navy has awarded a $2.2 billion Vessel Construction Management contract to Jacksonville-based TOTE Services LLC to oversee the new Medium Landing Ships programme. The roughly 100-metre vessels are designed for island-hopping operations in the Indo-Pacific in a potential conflict with China. TOTE will manage subcontracts with Bollinger Shipyards for construction of the first LSM. Congress directed the Navy under the FY2026 NDAA to use a commercial manager to speed up construction using commercial shipbuilding practices.
