"Clean Air" programme bets on local governments, but many municipalities still reluctant
Poland's National Fund for Environmental Protection (NFOŚiGW) is hoping financial incentives will encourage more local governments to act as regional operators of the "Czyste Powietrze" (Clean Air) programme. Many municipalities remain reluctant, citing limited human resources as their main concern. The scheme supports the replacement of old heating systems and improving the energy efficiency of homes.
