Polish Municipalities Cannot Deduct VAT on Cycle Path Construction

Polish local authorities building cycle paths as part of their statutory public duties are not entitled to deduct VAT on goods and services purchased for that purpose. The right to deduct VAT requires that purchases be used for taxable activities, a condition that publicly funded cycling infrastructure does not meet.
